no boot no beep solid HDD & Power no Vid

Hi, our power just flicked, and now my pc wont boot at all, it powers on but there is no beep and no video, the HDD and Power lights stay on solid. Is it fried? Any Ideas? It was surge protected.

a few hours rest and strip down to basics has it booting again

Some PSUs have some sort of voltage regulator or contact breaker that can go to sleep like that. Didn't like the only on LCDs. Always good to do a hard boot after all power removed and the power button pressed - then restart.
