I've always favored Intel. The Intel has more L2 cache, so I'd side with that. Also, I think the 4800+ is pretty old... from 2005 I believe.
Now, what exactly is your budget? You're going to need RAM and possibly a new PSU with 24 and 8 pin connectors. Do you have things like SATA hard drive(s), DVD drive, video card, etc.?

With your current hardware DX10 isn't even an option. Your video card came out long before DX10. Even though win7 has less hardware requirements than vista I would stick with XP right now.
To play modern games you need at least a decent dual core CPU and a much better video card than what you have.
For the CPU I would look at an E8400 for starters. The sweet spot for video cards right now is either an nVidia GTX260 Core216, or an ATI 4870 1GB. Both can be had for about $165-$200 and have similar performance, and will play most modern games at good frame rates with good settings. Go with something better as budget allows.
That motherboard is really going to hold you back before long. Two ram slots, 4GB max is not going to last you in the long run. That board is meant for office systems and the like, not a gaming board at all.
What about your power supply? You really need a decent 650W power supply to run the new hardware I mentioned above.
What is your budget?
Honestly, if you have the budget it would be worth thinking about starting over. If you don't have the budget then we can see what we can do with what you do have. :)
