I see you have other posts about partitioning and formatting hard drives. Have you done both to C:?

You can download a boot disk setup program from BootDisk (http://www.bootdisk.com/). When I downloaded the Windows 98 disk and ran it, it tries to create the same file name, so rename it. When you run the expanded file, it will prompt you to insert a floppy in the A:, then it installs the files.

The startup disk it creates should be able to load a compatible CD driver when you boot with it.

If the C: drive needs to be partitioned, fdisk will be on the A: floppy and format should be on the ramdrive that the disk creates.

Drive letters get reassigned during the process, so be sure to reboot when the installation task tells you to. Note that the ramdrive may act like a physical drive, but it exists in memory.

Here is a help link for Installing Windows 98 (http://www.helpdesk.umd.edu/pc/os/installing/install98.shtml).
