Make sure the computer is turned off, then open the case and remove both drives from the drive bays.
The current C drive should be jumpered as Master, the other as Slave. Switch the jumpers on each, making the good drive Master, the other one Slave.
Replace them in the drive bays and connect the ribbon cable, making sure the Master drive is on the end of the cable, (for consistency,) and the colored stripe on the cable matches the #1 pin on each drive.
Boot the computer and go into BIOS, reset the drive parameters. Exit and save changes. Usually Autodetect is best.

If you don't already have data you want to save on the good drive, download the installation software from the drive manufacturer's website, and use it to transfer all data from the old drive to the good one. Hopefully the drive will work long enough to do this.

If you do have data you want to save, you'll need to back it up before starting, to CD's, floppies or tape. I wouldn't recommend backing data up to the hard drive that's having problems.

If you want to start over with a clean install, you can format C drive at this point and install Windows, and hopefully transfer any data from the bad drive after the installation. I would remove the bad drive after transferring data, it will most likely cause trouble later on.
