Web TV for win 98

I am using an ati all in wonder pro board which allows me to display cable TV on my monitor via MS Web TV software. This is really great software except when I want to create a small always on top window. When every I try to do something in another application the window minimizes to the task bar at the bottom of the screen.

How can I create an always on top small window for my cable tv using WebTVSoftware included with win 98?

The ATI Setup button on the Task panel is supposed to have an always on top option for the Display. Here is a link to a PDF manual (http://support.ati.com/fr/manual_pdf/AIW.PDF) if you do not have one; see page 39.
