I purchased a dell e521 a few years back and it had problems from the beginning. I asked and most responses were "get more ram for vista" as I only had 1gb at the time. I upgraded to 2gb and a evga 7600 and didn't help.

About a year later I upgraded again to 4gb all new ram, a pc power and cooling 500w psu, and a xfx 9800 GT and i'm still having lag problems even with older games (warcraft 3).

The lag isn't constant its typically happens 2-3x per minute and lasts 1-3 secs of delay or pause and sometimes will speed up afterward to compensate for the time lapse. This has happened while offline aswell to so I know its not totally a internet connection issue.

The only thing I haven't upgraded is the motherboard and processor. I tried to install a new processor but I think my mobo is locked apparently because it wouldn't load windows although it showed the processor in the bios.

My current processor is amd x2 3800+. So I guess what I'm asking is should I buy a new motherboard / case and processor and cross my fingers. I hate feeling like ive spent so much trying to make this comp work, it's almost a completely new machine now but still has the issues and those* are the only things left I could think of. Could hard drive have any effect? I did a steam stress test using counter strike source and got 145 fps average but the skipping occurs in almost all games even while offline.
