Hello,
Hopefully this will be an easy question for someone. Some computers (with Windows 98) have the cab files under C:\Windows\Options\Cab and my question is, how can I recreate that on my homemade computer?

I think that's done by Windows during the installation. I've never even thought about it but just looked and I have that folder, and it was a standard install, didn't do anything special except run the Custom install and pick what I wanted, instead of letting MS decide for me.

If you want to have Windows "on" your hard drive here is what you can do:
1. Create a Directory in Windows named "Options".....then create a sub directory named "Cabs"....(Directory is the same as "Folder" in Windows jargon).
2. Put the Windows Cd in your CD rom.......dont let it "autostart"..just Open the contents of drive D (or whatever the drive name is for cd rom) and copy the contents of Windows (esp the Win95 or Win98 directory) into the sub directory you have named "Cabs"........and there you have it, just like the factory! Your instructions were/are very good and I now have cabs! I went to test it by adding Backup (that I didn’t have before) from Windows Setup in Add/Remove Programs and it worked like a charm. You da man! Thank you for answering my question.
