Would love advice on what to upgrade here.

My computer doesn't have a specific brand name to it but it has

CPU-
Intel(R) Pentium(R) Dual CPU E2200 @ 2.20GHz
-2.20 GHz Performance Rated at: 3.3 GHz (dont really know what the means, but I don't want to upgrade this if I don't have to)

Video card-
GeForce 7100 " NVIDIA nForce 630i (totally down to buy a new video card, but I'm not sure if I should spend upwards of 200$ on one if my CPU wont be able to use it's full potential.)

and it says I have 2.9 Gigs of RAM (not sure if that's a decent amount)

OS-
Microsoft Windows Vista Home Premium Edition, 64-bit (Build Service Pack 16001)
Sporting Directx 10

Pretty much I'd like to run the new game "Borderlands" on the highest quality settings with smooth game play. Right now I have it on the lowest video settings and most of the options switched off to help me play more efficient, but I am still running slow in areas with lots of action. I have no idea what to think about when considering to upgrade.

Borderlands system requirements
1GB system RAM
2.4 GHz Pentium 4 Processor
NVIDIA Geforce 8600 GS
ATI Radeon X850 Series
Dual Layered DVD-ROM drive
8 GB of hard disk space

I'm hoping to solve my problem in under 150$ but I wouldn't mind asking to make a payment plan so I'd say my limit would be 200-300$

After reading the stickys about toms page, I'm thinking about going for the nVidia GeForce GT 220, still very undecided at this point.

It may be better, but can my CPU even keep up with it? I don't want to get something that wont be utilized fully. The video card is from 2006 according to http://www.gpureview.com/show_cards.php?card1=455&card2=606
This card is pretty new I'm just wondering if it would be worth it.
