Hi
Just saw this post, if you want to hide Network from desktop, and or make it so that only admin can change settings you can get Tweaking Toolbox for Windows (http://www.windows-help.net/ttw/).
or another nice one is Beacon 5 (http://www.bluebitter.de/english.htm), (as well as some other nice apps there) http://www.PCGuide.com/ubb/smile.gif
both of these can hide/disable many settings in windows.
**edit: it is always adviseable to back up any current setting BEFORE making changed, just to be safe !~!

You can do it with TweakUI or other Tweak Utilities, but, make sure you read the warning prompt before you do it. It's not advisable you do it.
