System restore won't let me create point

Hi all hope someone can tell me what I'm doing wrong, my daughter has an HP laptop with Vista home I have tried to create restore points and the option is grayed out. I went to Microsoft's site as well as search the web before posting. the answers I found I was unable to execute The error message I get is "group policy won't allow me to turn on system restore". Any help would be greatly appreciated.

One common reason for this behavior and that message is an infection.

Another is user account restrictions...try logging in as Administrator.

If the behavior is the same in the admin account, then infection is more likely.

I am sorry I forgot to post that she is logged on as administrator. I will do a virus scan and post back I ran Malwarebytes on the computer but had to install AVG as her 90 day Norton Av expired. Thank you for replying.

I ran anti virus nothing came up ran malware same results I research this on several sites and tried to do a "gpedit" no so called tree and still unable to create restore point . She has the only account as admin. any suggestions would would be greatly appreciated.
