Extracting a file..

Is there anyway to extract the 'shlwapi.dll' file in Win ME?..

Continually tells me it cannot find the file on the cd, or in the c:\CABS directory..

Was able to do it in safe mode from the C:\CABS file on another computer..

Still not able to on this one..
