Is there a way to connect a Win2K Pro (*not* Server) machine to an Apple OS9 machine without 3rd party software?

It's been awhile since I had to add Macs to a Windows network. But I belive you still need to use a 3rd party program such as DAVE or COPS.

As the only function of the network will be to share files, would an ftp client and server on each machine communicating via ftp be a workable kludge?

Yes, that would work and is in fact the second method mentioned by Apple for communicating over TCP/IP networks with non-appletalk boxes.

That's cool! Any idea how I would allow the Mac to have dynamic IP for PPP over the Net but give it a static address for the FTP/NIC? Or would this be no more of a problem than on the PC? (Don't know much about Macs).

It won't be any harder than on a Windows box. ( if there is more than one Nic card in the system) If your trying to "muti-home" a single nic you'll need to use a text file to bind the other IP address to the card. However, to use this feature the TCP/IP control panel must be set to "manual".
You might want to check the documentation for the lastest version of Open Transport.
