Exit in DOS drops you to the parent command. If you are in windows and running DOS that would be windows. If you are in DOS mode that would be the C: prompt.

When you restart in MS-DOS mode you should see a C:\> prompt. That's the command prompt, which is what the computer plops on the screen to tell you it's waiting for you to tell it what to do. To get back into Windows, type win and press [Enter].

exit is the command used to get back to Windows from a DOS prompt under Windows, when you get there from Start\Programs\MS-DOS Prompt.

Interesting note, for the techies, if you restart in MS-DOS mode and use the version command, ver, guess what? You're not actually running DOS, you're still running Windows. I lost an argument on that one once...I just knew it was running DOS, since at that time I was running win95 with DOS 6.22 on a FAT16 drive....nope, typed ver and it promptly displayed...Windows95...

OK, actually it really is DOS7, but the ver command says win9x...go figure...It's windows without the GUI.
