ME vs 98

What are the basic differences between Windows ME and 98? My understanding is that ME is more "neophyte" or "home user" oriented, is this correct? Functionally, are the 2 pretty much the same from an end-user perspective? Would it be beneficial for those with more experience to "upgrade" to 98 from ME? In other words, does it allow more power or flexibility to those who know how to access it?
