How do I send a e-mail in HTML which include images and links?

in Outlook Express, click- "Format", then Rich Text(HTML).

The Images and Links 'icons' are to the FAR right, the same 'row' as where you may change Fonts style, color, and size.

Does Outlook 97 has this capability?
