Traffic priority for browser and torrent software

Is it possible to give a web browser higher traffic priority than the one a torrent software has? That is, a browser automatically had all the bandwidth if active, but otherwise a torrent software would take all the bandwidth for itself. Maybe there are similar solutions as well?
