Which version of IE are you using?

CommonName seems to be a "browsing assistant" that allows you to type in normal names of businesses and organizations and go to their sites, it is not a normal part of IE. Look for it in the add/remove programs in the control panel you may have to uninstall it there. Also I'd run AdAware (http://www.lavasoft.de/) because it is likely to "spyware" like many other similar products are...if it isn't "spyware" then it "the Internet on training wheels"...
If you keep disabling it and it keeps returning it stinks of "spyware" to me. The one thing I didn't find on their site is how to uninstall it, you may have better luck CommonName (http://www.commonname.com/english/home.asp).
