Our roommate's computer is hogging our Internet connection! We are wondering if there is some kind of settings to adjust or something that he could do to help with this issue.

Our roommate's computer specs:
-- Intel Core DUO E7500 (single processor)
-- 2.93GHz
-- RAM 3GB
-- Vista Business
-- Video GeForce 9800 GT

When my two boys and myself are online with our own computers (MacPro 2.93GHz quad-core, 8GB RAM; HP Pavilion Elite 2.8GHz quad-core, 8GB RAM; HP Slimline, 2.6GHz dual-core, 3GB RAM), our connection is ok (not great, but tolerable).

We are all connected to my new D-Links 6500 router, which is connected to our Clearwire modem.

When our roommate is using his computer, our connection slows down really bad! My latency goes from between 50-100, up to 800 or more. Loading even simple webpages is painfully slow.

I am confused, I thought the D-Links 6500 was a switch, not a router.

Thanks for posting the link, that router has a Quality of Service feature where you can balance the available resources for applications like gaming/VOIP/video streaming. It seems your roommate is currently allowed much of the bandwidth.
Also the roommate has Vista which does do a good job of dynamically adjusting the TCP/IP packet size to maximize the bandwidth of the connection available to it.
