Linking to a search engine within a site

I am a novice in some areas of computing but fairly knowledgeable in others. This one has me stumped. Why can I access a search engine within a website using one ISP but using another ISP I get an error message, no referring document? http://www.PCGuide.com/ubb/smile.gif

Don't know the answer, but I suspect it is something to do with the isp setup. I can load web pages up to current isp only, when I'm on surftime, but when I'm on pay as you go can load to any. I've asked about & everybody says that surf time should load to any also. But it doesn't. seems were stuck with it unles someone can proveide an answer. http://www.PCGuide.com/ubb/rolleyes.gif
