JavaRE; "Instalation failed, wizard was interupted"

Any JavaRE later than V6 update7 can't be install without getting this message:
"instalation failed, wizard was interupted"

V6 update 7 installs with no issue.

Details;
XP Pro sp3,
Tried V6 update21 (current) down to update 10 all failed,
These are all the full offline versions direct from their website,
No AV program running,
I even used a specific program to remove all traces of old installs called JavaRa;

No other error message or error numbers.

I had the same problem when I tried to install the latest update.

My solution was:
1. Download latest version from Java website.
2. Choose the SAVE option and save to desktop ( or other lcation of your choice)
3. Close all applications.
4. Install from saved download.

I have used that procedure for the past 10 years to install programs & drivers except for saving it to the desktop which I have never done or would ever do.

That's only Computer 101 which 75% of users have no clue about.

Anyway, I couldn't find the problem so I used a image of my other bootable HDD partitions and restored it in place. Done.
