Download speed is slow and stays slow

my downstream line rate was approx 1600kb/ps
though one of my home phones wasnt filtered so i got it a filter and the downstream line rate incresed to 6000kb/ps
though i used to normally download at about 120kb/ps i thought when i put in the filter it would rise to 400kb/ps but it did not
it only rose to about 180kb/ps
why is this happening?

What are you using to test the download speed, and how often are you running these tests? Bear in mind: it'll only be as fast as the slowest "link in the chain", and in all likelihood you'll get different speeds when downloading from different sources.

There are a number of additional factors involved in this, i.e. additional Internet connections being used in your house; the possibility of people leeching any unsecured wireless signals from your router; distance from the telephone exchange; and so forth.
