if one is having problems with OS is it a good idea to reinstall the OS (same version)on top of it?

no it is best to do a CLEAN install.
you will most likely wind up not only with the same problems, but additional ones.
I have heard of some happy people that have reinstalled over top, but few.

If you choose to reinstall ontop close all the programs running in the back ground. For the exception of explorer & systray. Ctrl+Alt+Delete endtast, for each program until nothings left but explorer & systray.

also, installing 'over top', kinda defeats the purpose of reinstalling at all... you have the same stuff.. and don't get the benefit of a "clean up".

About the only time I have heard of going over top being better than a fresh is if you did something (like accidentally erase several key files) and it would be a real pain to reinstall them manually...but for the most part if the problems are serious enough that want you to reinstall then a fresh install would probably be best
Also alot of OS problems can be traced to one or two apps that don't behave well, try removing the last installed app, dll (some programs install older versions of dlls and that can cause all sorts of problems) or driver conflicts (check to see if you have the updated drivers for each device and to see if any of the updates address your particular problem).

Are you familiar with the System File Checker utility? It will scan all your system files and check for missing or corrupted ones. It gives you the option of restoring from the Installation CD for Win9x.
It has helped a few times when friends of mine were ready to reinstall Win9x, and it saved me once or twice when application installs messed up my system.
It is buried deep to keep fools from finding it. Click Start, Programs, Accessories, System Tools, System Information, Tools Menu, & finally System File Checker. Anybody who did not install it, should do so. There is a way to install programs from the Win9x CD without installing the entire OS. It might be a menu on the CD, but I do not remember how to do this.
You have to be a little careful with the File checker. The install for some applications might have replaced a dll file or two with newer versions. When file checker replaces a dll, some application might fail and have to be reinstalled. Make notes and use the backup option provided by File checker so you can undo changes if something goes wrong after using File Checker.
