So, when does the US legislate a similar bill? Probably not going to eradicate viruses, but surely less people are going to create them.

Rather than legislation, the people who could really help police these sorts of activities are the ISPs. They however are (or at least have so far been) very reluctant to play any such role.

All I know is that if I had an option to sign up to an ISP that would at least attempt to curb such activities, report illegal activities they discover to the appropriate authorities and blacklist any offenders would have me signing up to them in a shot - and even if it cost extra to do so.

i mean, if there's liability concerns over P2P filesharing, why not for viral propagation as well?
