Can you clarify what you mean. Putty is a client application for a number of protocols (including the ability to set up tunnels) but you need to have an SSH server running on the PC host that you want to log-on to using any SSH based clients.

I have found OpenSSH the easiest server to set-up under Windows (http://www.dslreports.com/faq/11534) - much less problematic than CopSSH or Cygwin in my experience - though setting the windows passwords has to be done separately.

Other clients such as WinSCP use SSH and if you want to remote to a desktop you can do this securely with TightVNC if you use an SSH tunnel through Putty.

OpenSSH is by far the lightest client as it is a command-line application. SSH Secure Shell (http://www.filewatcher.com/m/SSHSecureShellClient-3.2.9.exe.5517312.0.0.html) is also a good one if you'd prefer a GUI.
