My service should be 3Mbps and that is what my router says when I check, but online speed tests indicate about 1Mbps DL and ~400kbps UL.

Are there things to check before asking my ISP?

If cable is the broadband provider, the speed can sometimes be helped by a modem shutdown and reboot. This allows the latest provisioned speed to be registered in the modem.
If ADSL, the problem is likely to be the ISP itself. How far you are from the CO is also important with ADSL.

Also Windows PCs may need to have their configuration optimized to get maximum speed throughput depending on the OS.
(Excluding Vista and Windows 7...these adjust automatically)

I should have provided this info.

I've been running the desktop and it seemed a bit slower than my laptop (#1 and #3), both running puppy lupu 5.2, and WiFi ADSL.

I tried both speedtest and speakeasy, about same result, 32ms ping, 1.14/0.47.

I have not looked at it in a while, but I do recall it used to be around 2.52 up...

Hmmm...I happen to have my Dell E6410 running XP Pro and it pulls 2.57.

This desktop has a Ralink RT2500 PCI card (Linksys Wireless-G PCI Card WMP54G - not sure of the exact model, but a 54G). I don't know where to look for anything in Linux.

I only used cable modem and can only say about that with certainty. I had expereinced slow speed and unstable services. Tried many tests and configurations and comcast technician came to house twice. It's indeed very simple and you can do it yourself with trusted results.

Find where the cable from outside comes into your house. Open that plate and connect your cable modem directly to that line from outside of house. You will see your true speed. If that is significantly higher than your current speed your splitter and cable wire have to take blame. Usually your speed is a little higher than your service plan specified. Put the modem as close to the outside cable as possible. In my case I used a tap splitter to give signal to modem and "weaker" signal to tv. Almost two months had past and my speed is very stable and service never went out.
