How are start of track markers generated in a IBM PC floppy drive?

Okay, the question you are refering to asks: The index lamp found in
5 1\4 inch drives is not used to generate start of track markers in the IBM PC. Why?
If you read the question it is telling you that an index lamp is not used, therefore something else is used. Read pages 30/31 thoroughly, regarding FM and MFM encoding.

Lakeslee, if in a month and a half you have not found your answer, you need to try a different research strategy. Useing resources and researching answers is one of the keys to success in this industry.
I can be accused of being a little lazy on finding an answer once in a while, but it sounds as if you have your answer right in front of you.
Try Geebee's suggestion and read it again, maybe with a different point of view.
