I was wondering if I could use a cross-over cable to network a Windows 7 premium computer to a Windows XP pro computer?

Yes but you won't get to the Web that way.

Cable connection is only because I don't have a wireless printer, and only has one usb port.
Do you have a machine you can dedicate to act as a print server?
It doesn't have to be a very good/recent machine. But one of the easiest ways to gain access to a printer that isn't 'network' capable is to hook it up to a machine that is and then wire/wirelessly connect that computer to the network. Also, with many distros, setting up a Linux install that is just running CUPS and SAMBA is not that hard. That way it will make the printer available to all the machines that can access your network.
(Heck for that you could use an old PIII machine with 256 MB of RAM and a network card.)
