floppy disk 40 error

I have replaced floppy cable and floppy drive what is this error?

If the drive and cable are both new, and you're sure the cable is plugged in right, the controller must be bad. The colored stripe on the ribbon cable should align with the #1 pin on the controller, and usually is on the side toward the power plug on the floppy end. If this is correct, and the LED doesn't stay on constantly, I'd say the controller is bad.
