I was deleting on Windows 95 just the cache files and temp. files, then I wnet into the Options in the Internet and deleted the temp. files stored in that section. I was helping out a friend and she just called and said when she went to Outlook Express it said it could not open the message store because it was out of memory or the disk is full. Please help - I feel awful and she cannot get into her e-mail at all. That is what I get for thinking I am some computer genius! http://www.PCGuide.com/ubb/frown.gif

Might mean just that, out of disk space. Open My Computer and right click on the C drive, then click Properties. It will show a pie chart of how much drive space is used, and how much is available. If it's low, try to clean out some space. Start by emptying the recycle bin, but make sure nothing in it is needed.
Go through the files in recycle bin and check to see if you deleted something earlier that might need to go back...

Found this while looking for something else, refers to your exact problem. Take a look at Q275543 (http://support.microsoft.com/support/kb/articles/Q275/5/43.ASP)
Here's a basic rundown of how to fix your error message:
Rename the Folders.dbx file:
Click Start, point to Find, and then click Files or Folders.
In the Named box, type folders.dbx.
In the Look In box, click your primary hard disk (usually drive C), and then click Find Now.
Right-click the Folders.dbx file, and then click Rename.
Type folders.old, and then click OK.
Start Outlook Express. This creates a new Folders.dbx file automatically.

Don't think it should make much difference, unless you deleted a file you really needed. When you follow the directions above, OE will recreate the folder when you open Outlook express.
