new system first boot problem

Building my first system with T-bird 750 and ASUS A7V.
after turning the system on for the first time and the computer
completes the BIOS recognition stage, I get to the place where the A:
prompt should appear but all I get is a flashing horizontal cursor.
I've tried different start up disks, swapped out the ribbon cable and
checked the BIOS for floppy configuration.
I've run out of ideas

The floppy is set as the first boot device in the bios right?
