Struck after memory check during boot up

I just assembled a new PC with P3 650Mhz with new ECSUSA P6VAP A+ motherboard.
When I start my PC it does the memory check and stops there, Keyboard also not working.

Where do I have to check?

Please help

Can you boot to a floppy and get the machine to run?

I found that the fan is not fixed correctly.
