Will Not Boot

I have a Compaq Presario. I have 2 hard drives. I have already formated both drives. When I go to boot up from the A: floppy to run CD-rom suport it starts reading the boot disk but stops and the light stays on. When change jumpers I get "DISK CONTROLER FAILER"
But the boot disk will read. It says there is no fixed disk when I run FDISK. When I set the jumper to master it says "O Disk Errir"
Also I can't get into the mother board. I push F10,F8, or Ctrl, and Del.
Please help. this is realy crazy.

how did you format you hard disks? did you go back into your bios and reset the bios hard disk settings? if your bios can not detect your hard disk maybe it's hardware!

Hi Pete Burke, back to basic's how did this problem start?
Have you just built the system as you keep mentioning
jumpers.
