When trying to boot from floppy, the drive is inaccessible.
There appears to be power and it is also inaccessible in windows.
Can you help?

Check to be sure it is enabled in BIOS, and shows the right type drive. Make sure Floppy Mode 3 is disabled, and Swap Floppy Drive is disabled. Enable Floppy Drive Seek at Boot, this will check the floppy drive and give you an error message if BIOS finds anything wrong.
Open the case and check to be sure the ribbon cable is plugged into the drive and the controller. They can work loose at times.
Make sure the ribbon cable is oriented correctly, the colored stripe on one side should match the #1 pin on the controller, and usually should be on the power plug side of the drive.
Make sure the power is plugged in.
If all else fails, replace the ribbon cable.
If none of the above works, get another floppy drive and install it, it's probably bad.

If you have tried both a different drive and a different ribbon cable I'd say the controller is bad. If this is an onboard controller, most are, it means replacing the motherboard.
