Hi, this question relates to the Control Panel.

The files in control panel are cpl files and some of them I no longer use i.e. a tablet, autodesk plotter manager etc. Is there a way to remove these safely or some software capable of removing these files?

Certainly, just copy them over to a floppy-then delete them. Be aware however that certain programs have a thread to these files and if you remove them they may not work or give you error's.

I would suggest just renaming them one at a time; and then running your normal apps for awhile to see if there are any problem's.

I usually rename them, like iisbob suggested, but I use a naming convention like .cpx or something else similar that I know is not used, that way they stay pretty much where the were incase you want to re-enable them later. If you have uninstalled the software they were connected to then you can safely delete them...
