Unless I'm missing something here, I really don't think your question makes sense. Sorry if that sounds rude or aloof...
In the meantime, I'll try to answer the question as it was written. Software (files) that can be "read" cannot, to the best of my knowledge, be in mp3 format. They can have the .mp3 extension, but that's the equivalent of looking at a book and saying, "that's an album." Software (files) that are in mp3 format can be conerted to .wav, .wma, .ogg and prolly a dozen other similar formats - all are for listening, not reading.
Having said all that, you can hold down shift and right click on any file in Windows Explorer and click "open with..." in the menu that appears. Open it with notepad, and - if anything is readable - you'll be reading it with notepad. If you're not using a notepad replacement and if it's a large file, you should automatically be prompted to use wordpad instead.
Alternatively, you can change the extension from .mp3 to .txt or .doc.

Presuming that you mean you have a file with an .mp3 extention that isnt a real .mp3 file...
you should be able to just change the extetion to whatever its supposed to be opened with.
Are you sure its an .mp3 extention? and not somthing similer?
