In PCI Bus Properties, under Settings, what does Device Enumeration mean and should it be set to Hardware or Bios?

In IRQ Steering, when Use IRQ Steering is checked, in the IRQ Routing Status it gives the messages,

IRQ Steering Disabled
IRQ Table read from MS IRQ Routing Specification
Could not find IRQ Miniport Data in registry

Why is IRQ Steering Disabled if the box is checked and what do the other messages mean? Thanks for your input.
