Normal CD Roms or CDR's have a data surface that is in a fixed state - once they have been written to, its perminent!
CD RW's however have a flexible state - the surface on which the data is written to can be changed - re written to!

Go here for some good explanation's on CD media/hardware go here; CDR-FAQ.org (http://www.cdrfaq.org/).
CDR's and CDRW's use different dies in their construction-when a standard CDR is " burned " the data is a created in little bubbles, they can't be removed without destroying the data.
On CDRW's the dies is burned away in strata, so that when you erase/re-record you actually remove a layer of die and start on another one.
