Are you trying to boot to a floppy? Or are you seeing this message while Windows loads?

Virus is a possibility. I would try using a MS-DOS boot disk and typing "sys c:" (sans the quotes) from the a: prompt and, if Windows loads, running a virus scan.
I would also wait a bit to give someone else an opportunity to back me up or offer an alternative suggestion, but performing this shouldn't do any harm.

Your right on the money with this it could be/ Command.com file was deleted or renamed, wrong version,or has a damaged header?
The start up floppy will have to be the same version or later.Type sys c: at the A:|>promt and pres enter.Reboot
