I am restoring a Packard Bell 486 computer for my brother to use just for email but I cannot get it to boot. All of the drives are working and the hard drive appears to spin up but there is nothing on the monitor at all. The video card works on another computer and all of the connections seem ok.

Don't want to insult you, but the two most obvious questions are:
1) Is the monitor turned on?
2) Is there an operating system on the hard drive?
Have you tried to boot from a floppy that has an operating system on it?
A little more information would be helpful. When you say that you are rebuilding this PB 486, just exactly what have you done as far as new parts, etc?

To expand on Blue's post.
Check the monitor on another computer.
Pull and reseat the video card a few times to clean off the contacts, and try moving the video card to a different slot.
Try a different video card.
Pull and reseat the memory and clean off the contacts.
Make sure the CPU is oriented correctly.

Both the monitor and video card have been checked on another computer, I will try cleaning the ram and replacing it, the computer had not been ued for about a year but was working fine the last time it was used. I have replaced all of the cables and checked all of the connections.
If all the above fails try reseting your CMOS. It is possible that it could be trying to read a AGP grfx card when you are using a PCI. Find the CMOS jumper/open the connection(remove jumper)/boot up(25 sec)/shutdown/short the connection(original state)/boot up your CMOS should be reset.
