Hello kenz,
Welcome to http://www.pcguide.com/ubb/pcgubb.gif Forums!
Are you wanting to change the Win98 Boot-up screen or wanting to know how to customize your desktop's wallpaper?
I going to step out on a limb here and guess you mean the boot-up screen. If so, then you might want to have a look HERE (http://www.a1-electronics.co.uk/GeneralTips/GenTips_pg1.shtml). I'm not sure what the Tweek program they mention is all about, but it does sound interesting...it's free! This, then, would allow you to put what you want in the loading screen's place...a picture of Bill Gates perhaps! http://www.PCGuide.com/ubb/rolleyes.gif
Ah, the program they are refering to is TweakAll and it appears you would want the latest which is version 3. HERE'S (http://www.codeforge.co.uk/) the Home Page.

Look in your C drive for a file called logo.sys, you may have to enable " view hidden files " in order to see it.
If you don't find it, then you can create one of your own boot logo's in Paint. If i recall it has to be no bigger than 300*400 and in 256 colors, then save it as " logo.sys "-make sure to use the parentheses so that window's doesn't assign it a .bmp extension.
if that sounds to complicated for you then visit here-Logo.sys replacements (http://www.angelfire.com/my/plinth/logos/logos.html), and use his free program and templatees for a new one. http://www.PCGuide.com/ubb/smile.gif
