Users that are logging on are getting an error that says "this request is not accepted by the network. Try again later" It starting to happen to computers one by one. what does this mean?
The users are trying to log into the domain. If I use the administrator account everything will work fine but if a user tries his or her name I get that message. Does this help? let me know

Check your event viewer on the domain controller it should tell you why the logins are failing. If you need help just post back what the event logs says.

I checked the event viewer and the log said the following: No license was available for user (domain\user) using product SMBServer 4.0.
Here is another thing too. We have roughly 40 users on this network and this has only happened to 4 users today. 2 questions. What does this mean and what is SMBServer?

No license was available for user (domain\user) using product SMBServer 4.0.
You should turn off the "license server" service in the "services" icon. The license server or License logging service ( I'm not in front of an NT server right now) can't hand out licenses for new connections, so it prevents them from connecting. Turning it off will solve that problem.
SMBserver is the "Server" itself. NT is saying you don't have enough licenses to use that server.
