3 and 1/2 year old thread!
Hmm, what can be done without a monitor? There really is no order of importance but a minimal number of needed peripherals and components.

Uhmmm, the question asked, "most important part of a pc."
I think I'd go with both (ReddDogg & Pete) input unit--keyboard/mouse, and (FTT) monitor as being co-number ones. For #2 cooling set up/ box type/ power set-up #3 processor, hard drive #5 memory #6 motherboard #7 modem/connection type #8 OS #9 video & sound facilities #10 software/peripherals, and for one more--a stand-alone circuit breaker with anti-surge.

I'm trying to remember what I was using for an OS back then. :p
