system will not complete boot process
lights come on - light on monitor come on. keyboard no lights. I change out the keyboard now the new one has lights but just hangs there.
no beeps at all when booting...
this first happenend when using the cdrom...I unpluged all to cdrom to see if would boot but nothing. made sure all pluged in..

More info would help. Is this a recently built system, or one that's been running fine for a while? Did this happen when trying to install a CD ROM? Has anything else been changed?
Sounds like either a BIOS issue, or the CD ROM is connected to the same IDE cable as the hard drive and both are jumpered as Master. Check the jumpers, if the CD ROM is on a separate IDE channel, and the only device there, it should be jumpwered as Master, if it's on a cable with the hard drive it should be Slave.
Check BIOS and set the CD ROM to autodetect and make sure LBA is not enabled.
ALso need to know if this is a new CD ROM or an older used one. Some older units will act that way, they have to be used on a proprietary interface, usually through a sound card.
Post some more info, maybe we can come up with some other ideas too.
