This message pops up whenever the system detects that another computer has the same IP address. The "hardware address..." is the MAC address of the NIC or network card.(ever NIC card as a MAC address set by the manufacture and no two are the same)When a computer first boots up and is using TCP/IP it will broadcast it's IP address to be certain that there is no other computer with the same one. If it detects that there is another computer with that address it will disable the TCP/IP interface.

If you have mannualy set ever computer's IP address then you'll need to just assign a different one to this computer.

Hope this helps http://www.PCGuide.com/ubb/smile.gif
