more info relating to missing cdsetup.exe

every cpu start recieve the following error/info/warnings about my CD-RW(which is a sony 4x2x24 assuming model is crx100e)I have never been able to write to it becuase of these following errors:
1. could not load or run cdsetup.exe as specified in the win.ini file
2. Insert cd labeled software Disc 1(I have tried this a million times)
3. cd writer Plus setup needs CD

other info
1. Device Manager...under driver tab...states no driver files required or not loaded.
2. win.ini file ...load=d:\cdsetup.exe
3. Find file ...cdsetup.exe for the C: drive and it found nothing!
operating sys is '98
