    -rw-r--r-- on unix system?

    chmod 644 filename

    Where 'filename' is, well, the file or directory name

    That assumes the file is in the current working directory. You may also specify the absolute path to the file, e.g.:

    chmod 644 /home/sleddog/textdocs/report.txt
