How Do I or Where Do I?

in picture express 2000, can I make the jpg's smaller in size when I send an email with attachment. I'm sure there is a way, I just have not figured it out yet.I use Outlook Express to email if that makes any difference.

I am not familiar with Picture Express, but I have used a number of programs that will reduce the size of JPG files. Basically it is a matter of selecting compression rate over quality rate. If you are talking about publishing almost anywhere on the Web, the quality doesn't need to be very high. I have scans/photos that I have uploaded to use on eBay that are typically about 40K or 50K and I can't tell them from the originals which were much larger. You usually choose the level of compression when you go to save the file. It helps if you crop off extra stuff and reduce the overall dimensions of the picture. All of these things reduce the file size.

    What do I do?

The pic program i have alows me to 'resize' the photo I have open. Then it must be 'saved as' and this (the saved as) is the pic you want to upload or whatever you are doing with it. (Can this be done in Paint, Paintshop pro, Photoshop, etc.?) It has many other features as well. (crop, rotate, mirror, convert, brightness, contrast...)

VuePro 7.something which is actually 3.2. Google for it for a trial version if interested. (Sorry, where'd i put that darn link?) I'll find the link if wanted.

Someone who has used W98-Plus may have used this and have some hints, but it looks like its a very basic graphics editor based on MS-Paint. If it's anything like Paint it's pretty hard to resize and resample pics with any ease and without a lot of streching, cutting and pasting.

There are a number of free graphics programs HERE and I'm sure others will have their own favorites to enable you to more effective editing.

Thanks for the suggestions. I started using the picure it express the other day.I like it better than the arcsoft. I figured that there was a way to size images down before emailing and I'm sure there is,I just have not found out where it is hiding.

I know this borders on blasphemy for most of us, but you could try looking in the Help files. There should be something in the Help files under "resize". Even Paint..the little graphic program included in 98..has a stretch/skew option where you can specify that you want the pic reduced by 50 per cent, or whatever. Of course, that reduces the actual printed size or screen size, while reducing file size. But that's almost what you have to do anyway..unless you have a very good quality jpeg to start with because compressing something with the jpeg stuff AGAIN causes even more loss of quality.

And just as a bit of info..I learned here awhile back that one can "Insert" an image into an Outlook Express email, click on the pic, and "resize" it there. It doesn't reduce file size..I don't think..but it does reduce the size in the email body.

Yes, Fruss , Paint Shop Pro does a very fine job of resampling and resizing. Read an article online once that compared PSP with Adobe, and PSP did just as well as Adobe for a lot less money. If I want to resize a jpeg, I open it in PSP, make a duplicate copy (in case I don't like what I end up with and want to start over), and just click on Resize, then go to jpeg process and choose compression ratio.

On that compression ratio stuff, 1966 , my experience has been that there is a "spot" where you get a nice acceptable file size, but a very good quality jpeg. Even the scanner software I used in my newbie days had a "bar" effect for the jpeg compression..ranging from "low" to "high"..and my experience has been that underneath "high" a few notches or whatever is a perfect spot. I leave my PSP set at only 10 per cent compression, and still get jpegs less than about 40K. You'll have to experiment a bit to find that spot.
