loading error win98

I have recently installed win98 my other computer. when it is loading I get following error message

win registry or system.INI file no longer exist try reinstall

Vnetsup.vxd file missing

press to continue
dfs.vxd

I have tried several times reinstalled. After installation completed, when it is restarting i get the above massage

my system is
Pentium II 266mhz,3ghd,64 ram

Could anyone please help me to solve this problem

Did you reformat the hard drive and do a clean Windows install?

As ski asked, did you start fresh or try to reinstall over Windoze? If you did install over, I would urge you to completely wipe the disk and start over after powering down for a while.
