Can you boot into safe mode?

my computer boots up fine until it gets to the desktop. It the displays an error in the middle of the screen. There is the white x inside a red circle and Ieplore error on top of the red circle. It also says that the program has performed an illegal operation and will be shut down and to contact the program vendor if the program persists. I have the option to click close or details. If I click close, I lose the task bar at the bottom of the screen and also lose the desktop. Any insights as to whats happenning here and how to go about fixing it ? I would greatly appreciate the help.

Go from Start to Run, type in "msinfo32"(without quotation marks), click OK, when the new window appears, select Tools, then select the option to Repair Internet Explorer.
Click Details and write down the error message. Post that here. It could be IE having trouble, but what is IE doing loading at start up? That's not a normal application to load at boot.
Let's have a look at the error message and go from there, you might have something besides IE acting up - virus, trojan, spyware, some application trying to initiate an Internet connection and crashing...
Also check msconfig and see what's trying to load at start up, it might be a good idea to list that here. Click Start\Run and type msconfig, click OK, then the Start Up tab.

thanks for the replies. this is what i've done to this point.
I did not get to check if I could start in safe mode, but I did run msinfo and selected the option to repair IE. It seems to have taken care of the problem. I now can start all the way to the desktop. there are 2 (instant messenger and a learn spanish app) that also load at start up.
I am interested in also knowing what the normal apps that load at boot are. I will run msconfig and write down and post here all that shows when i click the start up tab.

thanks for the link and all the help. I have run msconfig and viewed whats in my startup menu. I have a total of 40 items that all have checkmarks. I also have written down on paper all these items both the program name and the file name including its path. I was then going to copy this list item by item to this forum for further assistance. Is there a way of doing so straight from msconfig/start up then to the forum. Can I copy the contents of msconfig/startup into a folder then include the folder in my next reply. Because I really need help clean up my system, I will make the time to retype the list to the forum but if there is a quicker and easier way of doing so i will take that route. I can see from the list that there is a lot of unnecessary items in my start up.

I apologize. when i saved my log for the first, I just saved it in a folder but when I posted it in the forum, it required one of several file extensions. I ran HJT again then when asked to save the log, I appended the file extension .txt to the filename and thats the file with the .txt extension that I included in my post. Turns out i have gone about it the wrong way. Let me redo this and see if I can get it right the 2nd time around. Thanks

Hoo boy! You have some problems there.
Open Task Manager (CTRL-ALT-DEL) and end task on any and all Wintools processes that show up.
Have Hijack This fix all of the following by placing a check in the appropriate boxes and hitting fix checked. Make sure all browser and all Windows Explorer windows are closed before fixing.

You do not seem to be running any anti virus software, and there are a couple of things in your running processes list that could be viral. I suggest and on line scan at either Housecall or Panda A/V. Let it fix anything it sinds. Then as a matter of urgency get some A/V software. AVG free edition from Grisoft is efficient, and well thought of by many of the regulars here.

The Norton Remonder is shown running, so I'm wondering if it's been disabled, or a virus has shut it down???...
Also, before you can do anything with Win Tools, it has to be disabled. I haven't had to deal with it on a win98 system, but with XP/2000 it has to be disabled in Services, for win98 you might have to remove it from the registry and msconfig before being able to deal with it. Ctrl-Alt-Del has been suggested, try disabling it there, but if it's anything like the XP version it will restart before you get your finger off the button...and since it runs as a service, it might not show up at all.
Try removing it from the registry, then boot into Safe Mode and delete the files loaded from the registry entries. The entire process can be done from Safe Mode, and I think both the folders and files are set to Read Only, so changing the attributes will be necessary. Make sure you get ALL of it, if you leave one thing it reinstalls itself. That means clean out Temp and Temporary Internet Files before rebooting.

I can't find anything on it except one post to another forum listing it as one of several random files getting error messages, renamed at each reboot. It's not a known Windows file or [known] spyware/trojan/virus, Google would turn up tons of links. I get 2 pages, 1 1or 12 links and no info on it. I strongly suspect it's a malware file but can't prove it.
I'm also wondering if that's the real KERNEL32.DLL or an imposter...
And what is this one doing running?

Is this a networked computer? If not, RPCSS probably shouldn't be running, it's the Remote Procedure Call process used with and by network aware programs. If you're not networked, it probably shouldn't be running. Can anybody confirm or disprove that? I can find what it is, but nothing about whether it should be running if a machine is not networked.
As far as I can tell, david already found most of it, and the suggestion to do an online virus scan is a VERY good idea...

C:\WINDOWS\SYSTEM\SVC32.EXE is almost certainly a baddie, but HJT doesn't provide a way of fixing that one easily. I sort of hoped that an on line scan would remove it!
It may be necessary to reboot into safe mode to remmove the Wintools. Worth trying in the "normal" way, but safe mode usually does the job.

Update:
I could not remove wintools using the task manager (ctrl Alt del). I then searched the registry for wintools and then deleted the one entry that resulted from the search. I then ran HJT and deleted all the entries I was instructed to delete, then rebooted and deleted the files and folders suggested.
As for virus s/w learned that I had installed a win95 version of Norton. I removed it dowloaded and installed the AVG s/f. scanned the sytem using it and got rid of a bunch of viruses, trojan horses.
i now seem to be in business. I can even shut down without any problems. Used to be , I would get an error message saying that I needed to quit the svc32 program before I could shut down. I would then get the system is busy error then a blue screen.
For the RPCSS.exe. No my comp is not networked. I have a dsl connection and once had a hub that connected my computer to another. not any more

Search your registry for WintoolsA.exe and delete it. Re-boot
Then re-post your log

i ran HJT and cliked fix on the entry

i then seached for the WinToolsa.exe file in c:\program files\wintools\
but could not find it.
another problem thats occuring: when i do a disk clean up on my C drive, i get an cleanmgr error. it says the program has performed an illegal operation and will be shut down. if I pick the details option, it says that Cleanmgr caused an invalid page fault in module kernel32.dll at o15f;bff7bzfc. there is more detail.
