Okay, I am attempting to format a drive that is running XP, and windows keeps blocking me, as does the SeaGate untility (it does not want to format the boot drive). However, I really do not have to be able to reboot this comp, as I am building a new one, and I was wondering if there is any way to simply format the drive, thanks.

You cannot format the OS drive in use. You could remove the drive and reset the jumpers on it and then instal it into another PC. Or try getting your hands on a Win98 boot disk and boot th ecomputer using that. (You will be able to download one here if you do not have access to one http://www.bootdisk.com/ )
